AB 1101: Plastic Bulk Merchandise Containers: proof of ownership.
This bill would amend a law related to business regulation. Currently, anyone purchasing or transporting plastic bulk merchandise containers in the business of recycling, shredding, or destruction must obtain a proof of ownership record or bill of lading from the seller, including the seller's name, address, phone number, and signature. The bill would also require the seller's email address to be included in the record. This change would expand an existing law and require a state-mandated local program. The state would not be required to reimburse local agencies or school districts for the costs associated with implementing this law.
