What AB 1116 does, verified August 25, 2026

The bill allows qualified voters to register to vote online without a California driver's license or state ID. To register, they must provide their last four digits of their social security number. The state will collect an electronic image of the applicant's signature, which will be compared to the signature on the identification envelope for mail-in ballots. The state will also authenticate the applicant's identity by verifying their social security number, full name, and date of birth. This method will be accessible to people with disabilities. The provisions of the bill will take effect on September 1, 2027.
