AB 131: Public Resources.
This bill establishes a new round of the homeless housing, assistance, and prevention program, which provides one-time grant funds to support regional coordination and expand or develop local capacity to address immediate homelessness challenges. The bill authorizes an augmentation of $8,000,000 from the general fund to prepare for the new round and appropriates $500,000,000 to support the program. The bill also makes changes to the California Environmental Quality Act (CEQA) to exempt certain projects from CEQA requirements, including rezonings, new agricultural employee housing projects, and certain community water system projects. These exemptions are intended to streamline the permitting process and reduce regulatory burdens.
