The bill aims to amend the public resources code to support the Santa Ana River Conservancy program. The program, administered by the state coastal conservancy, undertakes or funds projects for outdoor recreation, public access, nature appreciation, historic, and cultural preservation. To benefit disadvantaged communities, severely disadvantaged communities, or vulnerable populations, at least 60% of the allocated funds must be used for projects in the lower Santa Ana River region, which is heavily urbanized. This region is defined as areas with high population density and economic inequality.
