AB 1362: Foreign labor contractor registration: agricultural workers.

The bill aims to expand the foreign labor contractor registration program to include agricultural workers under the federal H-2A visa program, starting July 1, 2027. This expansion will make related conforming changes and findings and declarations. The application for foreign labor contractor registration will require a listing of each federal visa program under which the person will be performing foreign labor contracting activities. The commissioner will have the authority to enforce the foreign labor contractor registration provisions through specified procedures, including the issuance of a citation or filing of a civil action against a violator. The bill will also require farm labor contractors to register with the commissioner as foreign labor contractors and eliminate duplicative application information requirements.
