The bill aims to improve voter education and outreach by requiring counties to design and implement a voter education and outreach plan. This plan must provide information to the public about topics such as vote by mail procedures and options for military and overseas voters. The plan must also identify and register qualified voters who are not registered to vote. County elections officials must submit amendments to their plans to the state, and the state must make the current version of each plan available online. The state will provide a template for the plans to help counties get started.
