This bill aims to improve healthcare coverage for mentally ill individuals by requiring health insurance plans to fully reimburse out-of-pocket costs for non-plan providers and facilities. The plan must reimburse the enrollee within 60 days of submitting documented expenses, and if not, the plan must pay the original amount plus 10% interest and a $5,000 fine. The plan must establish specified procedures and submit a monthly report to the department with certain information. The bill also requires the plan to cover mental health prescription medication obtained from non-plan pharmacies or providers. The plan must be certified by the department that it has successfully implemented a corrective action plan before this provision takes effect.
