AB 1478: Used Mattress Recovery and Recycling Act: mattress recycling charge: consumer education.
The bill aims to establish a used mattress recycling program in the state. A mattress recycling organization will be developed to implement and administer the program, which includes providing outreach and education to consumers, manufacturers, and retailers. The program will require a state mattress recycling charge to be added to the purchase price of a mattress, which will be clearly visible on the invoice, receipt, or equivalent document. The charge will fund the program, and the distributor, retailer, or seller can pay the charge directly to the mattress recycling organization on behalf of the consumer or ultimate end user. The distributor, retailer, or seller will also be responsible for educating the consumer or ultimate end user on the recycling of used mattresses and options available for free dropoff or collection.
