AB 19: Education expenses: Education Choice and Parental Empowerment Act of 2025.
This bill establishes an Education Savings Account (ESA) trust to provide financial assistance to students for education expenses. The trust will be administered by a board and will provide funding to eligible schools, including public and private institutions, and vocational educational institutions. The ESA program will allow parents to open an account for their child, which will be funded based on the parent's income. The amount of funding will increase over time, and the program will be available to all students starting with the 2031-32 school year. The bill also requires the state to recalculate the minimum education funding guarantee to include students not enrolled in a public elementary or secondary school.
