The plan must be developed and conducted in collaboration with the state department of education. If the new reimbursement rates are not established by July 1, 2025, the department must provide the chairperson of the joint legislative budget committee with a timeline for transitioning to the new rates. The department is also required to provide quarterly updates on the implementation of the new reimbursement rates until they are fully implemented. The bill declares that it is to take effect immediately as an urgency statute.
