This bill aims to amend the state's penal code to include a new crime related to strangulation. A person who knowingly impedes the normal breathing or blood flow of another person by applying pressure to the throat, neck, or chest, or by obstructing the nose or mouth, will be considered guilty of a crime. The punishment for this new crime will be imprisonment in a state prison or county jail, or a fine of up to $6,000. This bill also requires the state to create a new program to address this crime, which will be mandated to local agencies.
