This bill would require anyone over 18 years old convicted of felony animal abuse to register with local law enforcement for 10 years from the date of conviction. The registration would include a signed statement, fingerprints, photograph, and description of distinguishing features. The information would be shared with the Department of Justice and made publicly available on the internet after January 1, 2028. Violating the registration requirements would be punishable by a misdemeanor, with fines ranging from 90 days to one year in a county jail. The bill would also create the Animal Protection Fund to support the website and local governments for spay and neuter programs. Reimbursement for costs mandated by the state would be provided for some, but not all, of the bill's requirements.
