It also establishes the California Physician Expansion Act, which allows the board to issue provisional licenses to foreign physicians holding full and unrestricted medical licenses elsewhere for up to six years if they meet certain criteria and are employed by approved entities. Provisional licensees must complete at least three years of practice without disciplinary actions to qualify for a full license. </blockquote>
