What AB 2420 does, verified April 14, 2026

This bill aims to expand the rules for donating cannabis to seniors. It would allow licensed cannabis retailers to provide free cannabis or cannabis products to people 65 years of age or older, or their caregivers, if certain requirements are met. The bill would also exempt these donations from state sales and use taxes, but would require the retailer to certify that the cannabis will be used for medicinal purposes. If the retailer uses the donated cannabis for other purposes, they would be liable for paying the use tax. The bill would also require the state to collect data on the donations and report it to the legislature annually. Additionally, the bill would not require the state to reimburse local agencies for lost sales and use tax revenues.
