AB 2426: Online platforms: educational children’s content.
This bill requires online platforms to establish and maintain a walled garden, a clearly designated section of the platform dedicated exclusively to educational children's content. The walled garden must be free from targeted advertising and accessible to minors without an account. It also must be free from marketing or advertising of specified products or services to minors. The platform must configure all default privacy settings to offer a high level of privacy. A covered platform must annually submit a compliance report to the state department of consumer affairs and may be subject to audits and administrative penalties for non-compliance. The state department of consumer affairs will adopt regulations to implement these provisions.
