The bill aims to improve living conditions for tenants in California by regulating indoor temperatures in dwelling units. It establishes a safe maximum indoor temperature of not more than 82 degrees Fahrenheit, which can be achieved through mechanical and nonmechanical cooling methods. Landlords and tenants must agree on a cooling method by January 1, 2030, and the landlord cannot pass the cost of providing this method to the tenant. Tenants have the right to install or use portable cooling devices or other nonmechanical cooling methods to maintain the indoor temperature below 82 degrees Fahrenheit, with 5 days' advanced notice to the landlord. These provisions apply only to leases entered into or amended after January 1, 2028.
