<p>The proposed bill adds section 594.38 to the Penal Code, prohibiting individuals from approaching within eight feet of another person or occupant of a motor vehicle near an entrance or exit of a place of religious worship (within 100 feet) for activities such as passing leaflets, displaying signs, engaging in oral protest or education, or harassing, obstructing, threatening, or intimidating the individual. Violations would result in specified fines, imprisonment, or both. The bill also mandates state reimbursement to local agencies and school districts is not required.</p>
