The exemption is granted if the arena was authorized by a local ordinance before January 1, 2032, and is fully constructed or under construction by January 1, 2027. The display must be authorized by a specific plan or sign district that benefits the arena. The bill requires that the display be at least 5,000 feet away from another display authorized for a different arena, with the exception of the city of Inglewood. For displays authorized after January 1, 2027, the payment of at least the general prevailing rate of per diem wages to construction workers and the use of a skilled workforce are also required.
