AB 34: California Renewables Portfolio Standard Program: local publicly owned electric utilities: large hydroelectric generation.

California · Assembly · 2025–2026 Regular Session · last verified August 24, 2026

What AB 34 does, verified August 24, 2026

This bill amends the existing law to require local publicly owned electric utilities to procure a minimum quantity of electricity products from eligible renewable energy resources during compliance periods established by the state energy resources conservation and development commission. Currently, a local publicly owned electric utility is exempt from this requirement if it receives more than 40% of its retail sales from large hydroelectric generation under an existing ownership agreement or contract. The bill would extend this exemption to compliance periods established by the energy commission beyond December 31, 2030.
