AB 368: Energy: building standards: passive house standards.

This bill requires the state energy resources commission to evaluate the cost-effectiveness of passive house energy efficiency standards by climate zone. The commission must use specific metrics such as long-term system cost to assess the standards. The bill also requires the commission to analyze the use of two passive house energy models and compare the cost-effectiveness of passive house construction to existing construction. The commission must submit a report to the legislature by July 1, 2028, documenting its findings and recommendations.
