What AB 628 does, verified December 7, 2025

This bill amends the civil code to require landlords to maintain a stove and refrigerator in good working order that can safely generate heat for cooking and store food, respectively, for dwellings entered into, amended, or extended on or after January 1, 2026. Landlords must repair or replace recalled stoves and refrigerators within 30 days of receiving notice. Tenants and landlords can mutually agree to allow a tenant to provide and maintain their own refrigerator, subject to certain conditions. However, this requirement does not apply to permanent supportive housing. Tenants can still exercise remedies for dilapidations rendering the premises untenantable if the landlord has neglected to repair them.
