The bill aims to regulate solid waste disposal and management in California. It requires each city, county, and regional agency to develop an integrated waste management plan with a 50% solid waste diversion requirement. The bill also defines pyrolysis, the thermal decomposition of material at elevated temperatures in the absence or near absence of oxygen. To achieve the diversion requirement, up to 10% can be met through biomass conversion, such as the production of heat, fuels, or electricity. However, biomass conversion under certain conditions is allowed, excluding pyrolysis. The bill requires the Department of Resources Recycling and Recovery to amend its regulations to include pipeline biomethane converted exclusively from organic waste as a recovered organic waste product by January 1, 2027.
