The bill aims to establish an inmate cooperative program within state prison facilities to facilitate the operations of worker cooperatives. If approved, the inmate cooperative program will certify the cooperative and enter into a contract outlining its terms and compliance requirements. The certified cooperative must write into its bylaws that a portion of the inmate's wages will be deducted and deposited into a specified account.
