AB 80: Carpet recycling.
The bill aims to improve the recycling of carpet materials in California. It would authorize the Department of Resources, Recycling and Recovery to impose administrative penalties instead of civil penalties for violations of the carpet recycling program. The program would require carpet producers to submit annual reports detailing their activities and funding mechanisms. A governing board would be established for the stewardship organization, and nonvoting board members would include representation from retailers.
