What AB 823 does, verified March 9, 2026

The bill prohibits the sale of personal care products containing plastic glitter in the state, starting January 1, 2029. This includes products such as toothpaste and non-rinse-off products. However, existing stocks of such products can still be sold until January 1, 2030. The bill also prohibits the sale of cleaning products containing one part per million or more of plastic microbeads used as an abrasive. Violators may face a civil penalty of up to $2,500 per day.
