AB 825: Independent System Operator: independent regional organization.
This bill aims to amend the existing law related to the independent system operator (ISO) and the public utilities code. The ISO will be authorized to use voluntary energy markets governed by an independent regional organization, but only if specific requirements are satisfied. The ISO must maintain technical capability to operate energy markets and continue its functions as a balancing authority. The bill also requires the ISO to develop and publish a report on its activities, which will be presented to the legislature annually. Additionally, the transition to a regional energy market governed by the ISO or the independent regional organization will not expand the types of transactions that meet the portfolio content category requirements.
