AB 978: Department of Transportation and local agencies: streets and highways: recycled materials.
The bill aims to require local agencies to use recycled materials in streets and highways. It would indefinitely allow for the use of recycled materials at a level no less than the level allowed in the state's standard specifications. Local agencies that cannot meet this requirement due to feasibility concerns would be authorized to provide a reason for their determination. The bill would eliminate the requirement for advanced technologies and material recycling techniques that reduce greenhouse gas emissions. If the commission on state mandates determines that the bill contains mandated costs, the state would reimburse local agencies for those costs.
