ACA 12: Road usage charges: vote and voter approval requirements.

This bill proposes to change the way road usage charges are implemented in California. It would require a 2/3 vote of the legislature to impose these charges, rather than the current requirement of a simple majority. The bill would also restrict the use of road usage charge revenues to transportation purposes only and prohibit the legislature from imposing both a road usage charge and a motor vehicle fuel tax.
