This bill proposes to change the way road usage charges are implemented in California. It would require a 2/3 vote of the legislature to impose these charges, rather than the current requirement of a simple majority. The bill would also restrict the use of road usage charge revenues to transportation purposes only and prohibit the legislature from imposing both a road usage charge and a motor vehicle fuel tax. Additionally, the bill would require road usage charges to be imposed at a uniform rate and prohibit local governments from imposing these charges without voter approval.
