The proposed constitutional amendment would require that any initiative measure proposing to impose or increase a tax or fee must have a specific title and summary that clearly states the nature of the charge and its duration. This measure would prohibit local governments from imposing, extending, or increasing special taxes without a voter-approved majority or 2/3 vote, unless the tax is submitted to the electorate and approved by the required vote. Additionally, the measure would prohibit the imposition or increase of certain taxes, such as those on savings, investments, residency changes, motor vehicles, and motor vehicle fuels, unless the imposition or increase is submitted to the electorate and approved by a majority for general purposes or 2/3 of the voters for specific purposes.
