ACA 3: University of California: home down payment loans for support staff.

This proposed constitutional amendment requires the University of California to provide down payment loans to eligible support staff who have worked for the university for at least 5 years, are first-time homebuyers, and are not supervisors or members of the faculty. The loans would be available to staff with household incomes at or below the area median income. The total number of loans provided to eligible support staff would be capped at the total number of loans made to senior executives and faculty in the previous fiscal year. The loans would be made available starting in the 2027-28 fiscal year.
