ACA 4: Homelessness and affordable housing.
The proposed constitutional amendment aims to address homelessness in California. It would create an account in the general fund to allocate a minimum of 5% of the estimated general fund revenues each year. The funds would be used to support affordable housing and services to prevent and end homelessness. The Business, Consumer Services, and Housing Agency would be responsible for developing a 10-year investment strategy to achieve these goals. The agency would also report annually to the legislature on its progress in meeting specific performance measures and benchmarks.
