SB 1031: Solid waste: compostable products.
<p>The bill amends existing laws regarding solid waste by requiring products labeled as "compostable" or "home compostable" to be distinguishable from noncompostable products upon inspection by both consumers and solid waste processing facilities. It mandates that plastic products meeting specific ASTM standards for compostability must be labeled with the word "compostable." The bill also prohibits labeling products with terms like "biodegradable," "degradable," or "decomposable" unless they meet certain conditions, extending this prohibition to include labels such as "compostable except in California." Additionally, it requires the Office of Environmental Health Hazard Assessment to study and report on the health effects of degraded compostable plastics and their additives.</p>
