This bill amends the California Welfare and Institutions Code to limit the appointment of an authorized representative for persons with developmental disabilities to up to one year, with annual renewals. The state council is authorized to investigate whether the person's interests will be properly protected or advocated for without the representative. The council can also make contingent appointments and remove authorized representatives at any time for good cause or if they are unable to serve. Good cause exists when the representative makes decisions inconsistent with the person's expressed wishes or protects their rights and interests.
