SB 1119: Companion chatbots: children’s safety.

This bill aims to improve child safety when interacting with companion chatbots. It requires operators of these chatbots to perform a comprehensive risk assessment annually, identifying potential child safety risks. The assessment must consider the likelihood of harm to users. Operators must also submit to an independent audit of their compliance with these provisions, with audit reports kept confidential. Starting in 2028, the attorney general will issue an annual public report on the audits. The bill authorizes a public prosecutor to enforce the provisions and allows a child or their parent/guardian to bring a civil action against the operator for harm caused by a violation.
