This bill aims to amend the public utilities code to regulate load-serving entities. It requires the Public Utilities Commission to establish resource adequacy requirements for all load-serving entities, which includes electrical corporations, electric service providers, and community choice aggregators. The bill allows load-serving entities to demonstrate compliance by selling to or making transactions with another load-serving entity to meet up to 25% of their compliance obligation on a short-term basis. This transaction can be denominated in the same unit of time used for resource adequacy compliance requirements. The bill also clarifies that any violation of the Public Utilities Act or commission orders is a crime, and it does not require reimbursement for certain costs.
