This bill aims to improve the California's welfare and institutions system. It requires the state department of social services to evaluate pilot projects that allowed authorized retailers to deliver and redeem supplemental benefits and to provide grants for pilot projects. The bill also codifies funding for disaster assistance services. The bill expands the California Work Opportunity and Responsibility to Kids (CalWORKs) program by requiring counties to provide recipients with prepopulated semiannual report forms, either via mail or electronically. The bill also requires counties to pay a 100% share of the enhanced federal financial participation that would have been received if the state ceases to receive funding for home- and community-based attendant services.
