<p>The proposed bill authorizes the California Department of Justice to request examination of contract records from public entities if the request pertains to an investigation into bid rigging and other violations related to public procurement, with contracts valued over $100,000. Public entities must comply by producing unredacted copies within 30 days. The bill restricts use of obtained information solely for investigative purposes and exempts attorney-client privileged documents. It defines "public entity" broadly and imposes a state-mandated local program on these entities. Additionally, the department is required to pay duplication fees and maintain document confidentiality as mandated by law.</p>
