<blockquote> <p>This bill amends section 115 of the Penal Code to allow a defendant to stipulate to the voiding of a false or forged instrument in place of a prosecuting agency's motion. The court would then issue an order adjudging the instrument void ab initio if the prosecution proves by clear and convincing evidence that the document is false or forged and no interested parties will be adversely affected.</p> </blockquote>
