The bill amends a law related to cannabis taxation and regulation. It requires the state to make disbursements from a cannabis tax fund for costs associated with maintaining and operating the track and trace program and enforcing commercial cannabis activity. The bill also allows the state to make grants to local governments for law enforcement and other programs related to public health and safety, but with certain restrictions. Local governments must allow retail sale of cannabis in storefronts or cannabis delivery for jurisdictions with a population of 10,000 residents or less to be eligible for a grant. The state board prioritizes grant awards for local governments with illicit cannabis enforcement and can award grants competitively or based on a formula.
