This bill aims to improve the regulation of firearm dealers in California. It requires the Department of Justice to conduct annual inspections of the 10 firearm dealer locations with the highest percentage of total sales that were recovered by law enforcement and found to be illegally possessed, used in a crime, or suspected to have been used in a crime. The inspections must be completed within 12 months of the release of the department's annual report. Firearm dealers must maintain inventory records at their place of business, starting January 1, 2028, and produce an affidavit certifying the accuracy of all records upon request. The bill also expands the crime of perjury to include a state-mandated local program.
