SB 246: Medi-Cal: graduate medical education payments.

California · Senate · 2025–2026 Regular Session · last verified December 7, 2025

What SB 246 does, verified December 7, 2025

The proposed legislation aims to add a new section to the welfare and institutions code, relating to Medi-Cal. This change will require the state department of health care services to make additional Medi-Cal payments to public hospitals and their affiliated government entities. These payments will be made in recognition of the Medi-Cal managed care share of graduate medical education costs. The payments will consist of direct and indirect costs, including operation and patient care costs associated with teaching programs. The non-federal share of these payments will be funded through voluntary intergovernmental transfers, with no state general fund moneys being used. A new special fund will be established to manage these payments, with moneys continuously appropriated to the department. The department will seek necessary federal approvals for these payments, effective January 1, 2026.…
