SB 246: Medi-Cal: graduate medical education payments.
The proposed legislation aims to add a new section to the welfare and institutions code, relating to Medi-Cal. This change will require the state department of health care services to make additional Medi-Cal payments to public hospitals and their affiliated government entities. These payments will be made in recognition of the Medi-Cal managed care share of graduate medical education costs. The payments will consist of direct and indirect costs, including operation and patient care costs associated with teaching programs. The non-federal share of these payments will be funded through voluntary intergovernmental transfers, with no state general fund moneys being used. A new special fund will be established to manage these payments, with moneys continuously appropriated to the department.
