The bill aims to promote the adoption of residential heat pump water heater and heat pump HVAC systems by requiring cities, counties, and city-counties to adopt and offer asynchronous inspections for installations that do not require a licensed contractor and building inspector to be simultaneously present. Local entities can issue up to one nondiscretionary permit per installation and can apply certain additional building, planning, or zoning standards to encourage the adoption of zero-emission equipment or improve building efficiency. However, they cannot require a permit or inspection for plug-in ready window air-conditioner or window heat pump HVAC systems under certain conditions.
