SB 324: Medi-Cal: enhanced care management and community supports.

The Medi-Cal program is to be enhanced with an improved care management benefit that addresses the clinical and nonclinical needs of certain Medi-Cal beneficiaries. This benefit is designed to provide whole-person care for high utilizers, individuals experiencing homelessness, and others who require specialized support. Medi-Cal managed care plans must contract with community providers that demonstrate the ability to provide access and meet quality requirements. These community providers must be available in the respective county and have experience in providing the required services. Medi-Cal managed care plans must set goals every other year for contracting and utilizing these providers, and the department must enforce these provisions.
