this bill aims to provide assistance to tenants, mobilehome park residents, and mortgage holders affected by disasters. if a mobilehome park is damaged or destroyed due to a disaster, the person or entity proposing to close or change the use of the park must file an impact report with the local legislative body, which must include a technical service inspection report from the department of housing and community development. in the event of a disaster, the landlord is not required to pay the displaced resident the in-place market value of their mobilehome. instead, the landlord must take reasonable steps to remediate any dilapidations caused by the disaster. the landlord must also notify the tenant in writing that the dilapidations have been remediated and provide reports upon request. the bill also requires the landlord to return any advance rental payments made by the tenant when the…
