The California Combating Auto Retail Scams Act would establish new regulations for vehicle sales, including: The act would define "vehicle" and "used vehicle" for these purposes, and make it a violation for a dealer to make misrepresentations about material information related to vehicle sales, including costs and terms of purchasing, financing, or leasing. Dealers would be required to make certain disclosures clear and conspicuous, including total price and add-on products or services, with an exemption for used vehicles sold at an auction. Dealers could not charge for certain items, such as add-on products or services, if the purchaser or lessee would not benefit from them. The act would repeal the existing contract cancellation option agreement requirement and instead prohibit dealers from selling or leasing certain used vehicles without providing a 3-day right to cancel.
