This bill aims to improve the treatment of juveniles in secure youth treatment facilities. It requires the development of an individual rehabilitation plan that includes a description of how the ward's programming, treatment, and education will facilitate their potential transition to a less restrictive program. The plan must be approved by the court after a hearing, where the prosecutor and ward's counsel are provided with a copy at least 2 days prior. The court will assess the ward's progress toward transfer at each review hearing and may modify orders to improve progress. If the court determines it is reasonably likely that transferring the ward to a less restrictive program will better fulfill the goals of the plan, it will order the transfer.
