SB 867: Toys: companion chatbots.
<p>This bill would prohibit the manufacture, sale, exchange, and possession of toys that include artificial intelligence systems with natural language interfaces, capable of providing adaptive and human-like responses to user inputs. These toys would be subject to the same civil liability as companion chatbots, which are defined as artificially generated systems that can meet a user's social needs and exhibit anthropomorphic features. The bill would apply until January 1, 2031, and would require clear and conspicuous notifications to be issued by operators of these toys to indicate that they are artificially generated. Additionally, operators would be required to disclose to minors that they are interacting with artificial intelligence.</p>
