The bill would allow the North Fork Kings Groundwater Sustainability Agency to impose civil penalties on individuals who extract groundwater in excess of their authorized amount. If charges or penalties remain unpaid, the agency can file a certificate with the county recorder to secure the amount owed, including interest and penalties. This certificate would constitute a lien on all real property owned by the individual, with the same force, priority, and effect as a judgment lien. The lien would remain in effect for 10 years, unless sooner released or otherwise discharged.
