What SCA 4 does, verified June 1, 2026
This bill proposes to amend the California Constitution to allow a dwelling that receives a veterans' exemption or a disabled veteran's exemption to also receive a homeowners' exemption. The exemption for a veterans' exemption would be increased to match the increase in the homeowners' exemption. The prohibitions on receiving the veterans' exemption based on the amount of property owned by the veteran, parent, or spouse would be removed. This would provide a benefit comparable to the average increase in benefits to homeowners for qualified renters.
