SJR 13: Transboundary flow pollution: United States-Mexico-Canada Agreement.
This bill aims to address transboundary water pollution between the United States, Mexico, and Canada. The proposed agreement would require the parties to eliminate chronic sewage discharges into the Tijuana River watershed and the New River from Mexicali into Imperial County. The bill also requests the United States to commit to automatic nonrenewal of the agreement if certain numeric discharge-reduction benchmarks are not met.
